Russia: Drop In Alcohol Use And Tobacco Consumption Evident

The general alcohol use in Russia has dropped by 13.5% between 2012 and 2016.

The level of alcohol and tobacco consumption in Russia has sizably declined, according the Russian Minister of Health Veronika Skvortsova.

Mrs Skvortova addressed a European session of the World Health Organization on Non-communicable diseases.

Consistent work in this direction has let us reduce the general alcohol consumption measured in liters of pure ethanol consumption per capita by 13.5% between 2012 and 2016, according to early figures.”

The minister also outlined that global research showed, tobacco consumption in Russia has been reduced from 39.4% in 2009 to 30.9% in 2016.

The Minister emphasized that this evidence shows the cost-effectiveness and impact of policy measures implemented in Russia to tackle the burden of alcohol and tobacco.

Part of the measures where the so-called policy best buys: price increases and marketing regulations. Already in January 2017, watchdog Rospotrebnadzor credited new laws that establish a minimum price for alcoholic beverages, bans price promotions, bans on advertising, and restrictions on the sale of alcohol for the decrease in per capita alcohol use.

The so-called Three Best Buys in alcohol policy are shown to be cost-effective and high-impact measures. They include decreasing the affordability, availability and banning advertising of alcohol.
